## Measurement note — do not skip

Platform-reported conversions and the client's own revenue system routinely disagree. Establish which
one is the source of truth **before** ranking anything, state it in the report, and treat the other as a
diagnostic delta rather than a second answer. Ranking creatives on the wrong basis produces confident,
wrong recommendations.

## Fatigue is a signal, not a verdict

Rising frequency with falling click-through is a candidate signal, not proof. Check spend concentration,
audience overlap, seasonality and landing-page changes before calling a creative fatigued. A creative that
is simply new and under-delivered is not fatigued.

## Boundary — state this to every client, verbatim

> Meta app review and scope approval are their own process, per app. Access granted for one app does not
> transfer to another, and a scope that has not been approved is not available regardless of what the
> workflow can express.

## Approval and delivery

The Operator applies Authority Core and the active Workspace approval policy to any requested
mutation. Email Lifecycle owns recipient classification, sending and stored-copy verification.

## Expected output

A fatigue report ranked by opportunity, a refresh ladder with a named next action per slot, and a budget-reallocation proposal — followed, after approval, by an execution report with read-back per change.
